Promoting Local Urban Agendas

Supporting municipalities in defining local action plans aligned with the principles of the Urban Agenda, grounding them in the local reality, aligning local public investments accordingly, and providing corporate resources to help achieve these goals.

Local Urban Agenda

The Local Urban Agenda is a comprehensive, strategic urban planning tool that is holistic and non-binding. It guides the urban development of towns and cities across the three pillars of sustainability—economic, social, and environmental—and aligns with Sustainable Development Goal 11: Sustainable Cities and Communities, with the overarching aim of improving citizens' quality of life.

This document serves as a roadmap for municipal and supra-municipal urban and territorial strategies. It defines specific projects and programs to be implemented effectively, adapting global guidelines to the local context. It enables municipalities to carry out actions that promote more inclusive, healthy, safe, and resilient urban environments.

The Local Urban Agenda should enable the following:

  • Update urban and territorial assessments.
  • Establish coordination frameworks and synergies between different sectoral policies.
  • Renew intervention and management approaches to make them more cross-cutting, coordinated, and participatory.
  • Define comprehensive urban regeneration projects or other urban and territorial management tools to effectively address the established challenges.
